UNDP and National Anticorruption Center (NAC) have launched today the “reLAWed” platform, through which any citizen will be able to report ambiguous or interpretable laws or normative acts, which may generate corruption. Then, the normative acts will be reviewed by NAC so as to identify the corruption risks and to come up with recommendations for amendments.

The platform may be accessed from any computer or mobile device through the official web page of the NAC www.cna.md or from the following address http://relawed.cna.md/. It offers the possibility to describe the problematic provisions, but also to suggest amendments for the reported normative act. All the reports may be also submitted anonymously, without disclosing data which might lead to a person’s identification.

The users will be able to follow the stages of their notification’s review, by accessing the compartment “Archive” or “Recent notifications” on the platform page or will receive information on their email address.

The platform will also contain reporting statistics, inserted in the headings “Top most reported normative acts”, “Top reports by status”, “Total reports registered by occupation”.

According to Lidia Chireoglo, Deputy Director of the National Anticorruption Center, this platform shall encourage genuine civic engagement in improving legal framework, removing ambiguities and unclarities from the laws and for a better communication between citizens and state institutions. “We’ll be open to analyze any suggestion or notification on the legal drawbacks, thus joining the efforts to clarify and revise the interpretations generating corruption. I call on active young people, civil servants, lawyers, representatives of the private sector and anyone interested to report norms generating corruption on this platform and we commit to treat all reports with responsibility and transparency”.

Olga Crivoliubic, Project Manager at UNDP Moldova, noted: “The laws focused on citizens’ and public interest contribute substantially to corruption prevention. It is acknowledged that prevention is less costly and more efficient than combating the consequences of this phenomenon. We are convinced that implementation of an innovative approach focused on citizens’ engagement, such as the reLAWed application, will contribute to obtaining sustainable results in preventing corruption in the Republic of Moldova.”

The design of the “reLAWed” platform interface was developed by the winning team of “LEGATHON: Hack Corruption. Law to the People”, which was organized during 8-10 November 2019, in Chisinau and convened 30 young people from the entire country. The name of the application was also suggested by one of the teams awarded during the Hackathon.

The “reLAWed” platform was developed within the “Curbing corruption by building sustainable integrity in the Republic of Moldova” project implemented by UNDP in partnership with the National Anticorruption Center, with the financial support of the Ministry of Foreign Affairs of Norway. The project is implemented during 2019-2021 and contributes to enhancing the capacities of public and private sector stakeholders, as well as that of the civil society organizations, to implement efficiently corruption prevention tools and standards.
