EU High Level Policy Advice Mission

Project Summary

This Mission is the response to the Government of the Republic of Moldova request addressed to the European Union for provision of assistance for democratic reforms and acceleration of political association and further economic association between EU and Moldova.

It deploys a group of high level policy advisers to the main public institutions to support them in designing and implementing the Government’s EU integration agenda. The work of the Mission has been instrumental in assisting the Government to pursue its EU Integration agenda in the Pre-Vilnius context. However, the process of developing appropriate policies, and supporting them with well- designed strategies and action plans, is on-going. Moreover, there is a need to move to the next phase of the support: the development of policy management capacity within the Line Ministries and State Agencies.

Project Goal:
The overall goal of the project is to support the Government to implement its EU-integration related reform Agenda and in particular to assist the Government in developing the capacities required for the implementation of the Association Agreement, including the Deep and Comprehensive Free Trade Area, as well as the Visa Liberalisation Action Plan.

Specific goals:

  • Strengthen the policy-making, strategic planning and policy management capacities of selected line Ministries and State Agencies involved in the implementation of the Association Agreement and Visa Liberalisation;
  • Enhance stakeholders' knowledge and awareness of EU policies, legislation and regulations in sectors strategic to the implementation of the Association Agreement including the Deep and Comprehensive Free Trade Area, and to the implementation of visa liberalisation.

Accomplishments

  • Over one hundred policy notes prepared on various policy reform agenda needs for policy and decision makers;
  • Elaboration of over thirty national/sectorial strategies, action plans and policy documents supported;
  • Worked on forty draft legal acts in conjunction with and towards the implementation of national and/or sectorial policy documents;
  • Consultation process supported in forty events in view of ensuring effective policy-making coordination at national and/or sectorial level;
  • Capacity development process supported in policy making in over thirty various capacity building activities.
